Experts and researchers from the China Studies Center convened to discuss the outcomes of the 3rd Plenum of the 20th CPC Central Committee, held from July 15 to 18, 2024, in Beijing. The key focus of the plenum was on pivotal issues regarding Chinese modernization and the deepening of reforms. Senior party members and experts attended the session, with General Secretary Xi Jinping presenting the strategic decision to further intensify reforms to advance Chinese modernization.
The experts from the China Studies Center emphasized the significance of the “Decision of the CPC Central Committee on the Further Comprehensive Deepening of Reforms to Promote Chinese Modernization.” During the discussions, the work of the Politburo of the Central Committee received high praise, being recognized as successful and effective. The Politburo has demonstrated its capability to navigate challenging international and domestic conditions while fostering reform, economic development, and ensuring national security.
The plenum emphasized the importance of Chinese modernization in the new era. Chinese modernization is based on continued reform and opening up, which is expected to bring significant results. Participants in the plenum noted the need to deepen reforms to ensure sustainable development and address new challenges, such as the scientific and technological revolution and industrial transformation. Particular attention was paid to promoting reforms of the economic system, ensuring justice and social equality.
An important aspect of the plenum was the discussion of the role of Marxism-Leninism, the thought of Mao Zedong, the theory of Deng Xiaoping and the ideas of Xi Jinping on socialism with Chinese characteristics. The importance of continuing the emancipation of consciousness, developing social productive forces and stimulating economic growth were emphasized. It was necessary to consider the internal and external environment and implement strategic concepts in a coordinated manner aimed at achieving high-quality development.
One of the main tasks of the plenum was to improve the high-level socialist market economy system. This involves creating a favourable market environment, supporting innovation and developing various sectors of the economy, including the private sector. Participants in the plenum noted the importance of strengthening and developing the public sector of the economy, ensuring equal access to resources and creating conditions for fair competition.
In addition, the plenum discussed the importance of education, science and human resources for the successful implementation of Chinese modernization. Plans were announced to carry out comprehensive reforms in these areas to create a solid foundation for sustainable development. Education and innovation are recognized as key factors in strengthening China’s national strength and ensuring its competitiveness on the global stage.
