In December 2023, a meeting of the Central Committee of the Communist Party of the People’s Republic of China on foreign policy work was successfully held in Beijing. In his speech, General Secretary of the CPC Central Committee Xi Jinping presented a systematic overview of the historical achievements and valuable experience of diplomacy of a major country with Chinese characteristics in the new era, detailed the international situation and China’s historical mission to carry out foreign work on a new path, and presented comprehensive plans for foreign China’s policies for the current and future periods. The meeting clearly noted that building a community with a shared future for mankind is the core concept of Xi Jinping Thought on Diplomacy. This is precisely the noble goal of a major country’s diplomacy with Chinese characteristics in the new era.
Building a community with a shared destiny for humanity consolidates the greatest common denominator of the desire of people of all countries to build a better world, pointing the right direction for human society leading to common development, lasting peace and stability, security and mutual enrichment of civilizations. The ultimate goal of the Community of Shared Destiny for Humanity is to create a clean and beautiful world of shared security, shared prosperity, openness and inclusiveness. This requires promoting global governance based on the principles of broad consultation, shared contribution and shared benefits. At the same time, it is important to adhere to universal human values, promote the formation of a new type of international relations, implement the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, carry out high-quality cooperation within the framework of the Belt and Road Initiative, and unite the efforts of all countries to confront the challenges and achieving shared prosperity, and thereby usher in a brighter future for peace, security, prosperity and progress.
In the face of dramatic changes in the world and history, building a community with a shared destiny for humanity represents our answer to the questions: what kind of world to build and how to build it. In March 2013, Chinese President Xi Jinping, during his speech at the Moscow State Institute of International Relations (MGIMO), for the first time deeply outlined China’s position in building the main concept of a community with a common destiny for humanity, proposing the Chinese option for jointly creating a better world. Over the past decade, the concept of building a community with a common destiny for humanity has already been embodied in a scientific system, from an initiative turning into a general consensus of the world community, from a good vision moving into a practical plane, it serves as the banner of the era leading to the progress of mankind. China has established various forms of community of shared future for mankind with dozens of countries and regions, promoting development in the fields of health, nature, oceans, etc., which aims at common development, lasting peace, security and mutual enrichment of civilizations.
An equal and orderly multipolar world and participatory and inclusive economic globalization will provide more favorable conditions for world peace and development and lay a stronger foundation for building a community with a shared future for humanity. Given the number of serious problems and challenges facing the entire planet today, China calls for the creation of an equal and orderly multipolar world, as well as a universal and inclusive economic globalization. An equal and orderly multipolar world is one in which all countries, large and small, are equal, hegemony and power politics are rejected, and democracy is truly promoted in international relations. Advocating for an equal and orderly multipolar world meets the common aspirations of most countries and peoples, points the direction in which the international community should move from chaos to long-term peace and stability, and opens an important path to advance global governance in a more just and reasonable direction and contribute to building a community of shared destiny humanity. Participatory and inclusive economic globalization is one that meets the common needs of all countries, especially developing countries, and adequately addresses the inter- and intra-country development imbalances that arise from the global distribution of resources. Public and inclusive economic globalization is everyone’s cherished desire and the right path of human society, which will lead economic globalization in the right direction, contributes to Chinese wisdom to solve a number of serious problems and challenges facing the world today, and ensures reliable dependence on the creation of a community with a shared future for mankind, which is important.
China and Kazakhstan are friendly neighbors, bound by shared mountains and rivers and vested interests, and intertwined in a community of shared destiny. For more than thirty years of diplomatic relations, China-Kazakhstan relations have developed ahead of the curve, and have reached the highest level in history as an eternal comprehensive strategic partnership. Since the concept of a community with a shared future for humanity was proposed, it has received a positive response and strong support from Kazakhstan. In 2022 and 2023, during mutual visits of the heads of state of China and Kazakhstan, the “Joint Statement on the Occasion of the 30th Anniversary of the Establishment of Diplomatic Relations between the People’s Republic of China and the Republic of Kazakhstan” and the “Joint Statement of the People’s Republic of China and the Republic of Kazakhstan” were signed and published, the heads also announced on the implementation of Chinese President Xi Jinping’s initiative to build a community with a shared future for mankind, and committed to jointly strive to realize the aspirations of a common future characterized by eternal friendship, deep mutual trust and solidarity, paving the way for another “golden 30 years” of China-China. Kazakhstani relations. Recently, the Ministry of Foreign Affairs of Kazakhstan issued a statement on the results of the elections in Taiwan, reaffirming the principle of “one China” and taking practical actions to realize the concept of jointly building a community with a shared future for mankind.
In the year 2024, we commemorate the 75th anniversary of the establishment of the People’s Republic of China, coinciding with the inaugural year of advancing collaborative, high-quality development of the Belt and Road initiative to a renewed phase. Standing at this pivotal juncture in history, China is committed to collaborating with Kazakhstan, guided by the strategic vision set forth by our respective heads of state. We pledge to uphold mutual respect for core interests, deepen practical cooperation across diverse sectors, and jointly cultivate a community of shared destiny between China and Kazakhstan. Through these endeavors, we aim to foster an orderly transition towards global multipolarity and foster inclusive economic globalization. In doing so, we aspire to make substantial contributions towards the promotion of world peace, security, prosperity, and progress.
